Humanity has spent centuries accumulating the knowledge to tackle most of its biggest environmental challenges. The tools exist—cutting emissions, improving energy efficiency, reducing food waste, protecting forests, electrifying industries, and overhauling transportation. Yet progress remains painfully slow. The problem isn’t a lack of solutions, but the struggle to turn them into action. The gap isn’t in discovery but in deployment, where even well-documented strategies fail to scale due to systemic barriers.

The gap between knowledge and execution

Public policy holds the key to bridging that gap. A handful of well-designed decisions can shape whether a solution succeeds or stalls. But policy often falls into the trap of chasing trends over science. Governments gravitate toward flashy technologies or simple narratives, ignoring the complex interplay between energy, transportation, urban planning, water, food systems, and human behavior. For instance, policies promoting electric vehicles often focus on subsidies for individual car ownership rather than addressing the root causes of car dependency, such as urban sprawl or inadequate public transit infrastructure. This narrow approach fails to account for how transportation intersects with housing, land use, and economic activity, all of which influence mobility patterns.

Take electric vehicles. They reduce emissions, but a truly transformative mobility policy would ask why people drive more each year. Efficient public transit, walkable cities, and better urban planning might not grab headlines, but they could reshape entire systems more effectively than a single technology. Similarly, integrated transit systems that connect buses, trains, and bike-sharing networks can reduce the need for private vehicles. These solutions require long-term planning and coordination across multiple government agencies, something that is often lacking in policy frameworks that prioritize short-term political gains.

Legitimacy beyond permits

Even the best policies can fail if they lack social buy-in. A renewable energy project might meet every legal requirement, yet face opposition from communities worried about land use, water, jobs, or cultural impacts. Resistance isn’t always about ignorance—it’s often about who benefits and who bears the costs. Projects work best when those affected help design them. For example, wind farms in rural areas may generate clean energy, but if local residents feel excluded from decision-making or see little economic benefit, they may oppose the project despite its environmental advantages. In contrast, initiatives that involve communities in planning can build trust and ensure long-term support.

This dynamic is particularly evident in regions where historical inequities have eroded public trust in government and corporate projects. In Latin America, for instance, extractive industries have long exploited natural resources with little regard for local communities, leaving a legacy of environmental degradation and social conflict. Renewable energy projects that replicate this top-down approach risk repeating the same mistakes, even if their goals are environmentally sound. Effective policies must therefore go beyond technical and legal compliance to address power imbalances and ensure transparency.

Governments don’t just regulate; they shape markets. Through subsidies, infrastructure, standards, and procurement, public spending can signal private investment and drive innovation. In Latin America, the challenge isn’t a lack of resources or talent, but weak institutions. Policies often lack coordination, continuity across political cycles, and mechanisms to scale solutions beyond pilot projects. For example, a country might launch a successful solar energy program in one region, only to see it abandoned when a new administration takes office. This inconsistency discourages private investment and stalls progress.

Public procurement is another powerful tool that is often underutilized. Governments are among the largest consumers of goods and services, and their purchasing decisions can create demand for sustainable products. By setting ambitious standards for public projects, governments can stimulate innovation. However, this requires not only clear policies but also the capacity to enforce them.

This isn’t just about Mexico or the region. The energy transition doesn’t need more technology—it needs better conditions for existing solutions to thrive. The question policymakers should ask isn’t “What’s the next big idea?” but “What’s stopping the ideas we already have from working?” For example, solar and wind energy are now cost-competitive with fossil fuels in many parts of the world, yet their deployment is often hindered by outdated grid infrastructure or bureaucratic permitting processes. Addressing these barriers requires not just technical fixes but also political will and institutional reform.

The future isn’t built by knowing what to do. It’s built by making it happen. This means shifting the focus from theoretical solutions to practical implementation, where policies are designed with real-world constraints in mind. It also means recognizing that environmental challenges are interconnected and cannot be solved in isolation.
