Tánaiste Simon Harris has announced plans to use the upcoming budget to put several hundred euro back in workers’ pockets through income tax changes. Speaking on a radio program, Simon Harris said the budget tax package would be designed to ensure workers see more of the benefit when their wages increase, they work overtime, or progress in their careers. He emphasized that the goal is to deliver a tax package that will assist people by several hundred euro.

Income Tax Changes

Simon Harris is expected to commit to increasing the threshold at which workers begin paying the higher 40% rate of income tax, not only in the upcoming budget but across each of the next four budgets. He argued that the current system means middle-income workers can find themselves paying the higher rate despite earning below the average wage.

The Government would focus on a combination of income tax bands and tax credits, with everyone who pays income tax set to benefit from its plans. However, Simon Harris singled out workers who receive little or no support through the social welfare or grants system as being particularly in need of tax relief.

Help for Households

Simon Harris also strongly indicated that households which rely on home heating oil could receive additional help. The Government is considering two main options to bring down the cost of kerosene: reducing the carbon tax applied to home heating oil or cutting the VAT rate on home heating oil from 13.5% to 9%.

The move to cut the VAT rate has been advocated by industry body Fuels for Ireland. Simon Harris said households needed greater clarity around energy prices and indicated that the budget would seek to provide it. He believes that giving middle-income earners more financial flexibility through changes to income tax bands and credits is essential to helping them.
